What is a short block ?
An outboard has 3 main components.
The powerhead unit is one of the three part conponents. It is fastened to the mid section, on the top, of the mid section.

The mid section is the unit, which fastens to the boat: it, also, houses the trim and tilt unit.

The lower unit is the unit which fastens to the mid section, at the bottom of the mid section. The lower unit is where the gears and propeller are. The lower unit brings the power, from the powerhead, to the water, through a drive shaft which connects the two units.

The powerhead, when separated from the mid section, and all of the accessories are removed, becomes the short block. The accessories are the carburetors, the fuel pump, or pumps, oil pump, electrical system, consisting of the stator and trigger, found under the flywheel, The power packs, electrical control module, coils, starter, and all of the wiring must be removed.
